Russia’s Alternative to Western Credit Cards Debuts in London

A Russian-backed bank payment card, introduced after Western sanctions upended Russia’s financial system five years ago and prompted Visa and Mastercard to deny electronic services to some of the country’s leading banks, is set for its European debut on London Wednesday, when a pilot project will be launched in collaboration with the Dutch global payment company PayXpert.

Moscow authorities hoped to get the MIR card accepted eventually in foreign markets, but progress has been slow outside Russia for the MIR payment system,  which operates outside of Western-controlled international financial systems such as Swift, which banks use to transfer money.  

The pilot project with PayXpert “will lay the foundation for new promising trends in the foreign expansion of Russian payment cards,”  according to Vladimir Komlev, the head of Russia’s National Card Payment System, which operates the MIR system.

De-dollarization efforts

The effort is seen by analysts as part of the  Kremlin bid to de-dollarize the Russian economy to lessen the sting of Western sanctions. A Russian Finance Ministry official this month told Reuters that Russia will next year diversify its foreign currency holdings  in its National Wealth Fund, which supports Russia’s public pension system, aiming to lower the share of dollars in the fund’s reserves.

Dmitry Dolgin of the Dutch banking group ING said in  a report this month that de-dollarization efforts are now obvious across most sectors, including local business loans and bank-held international assets, although he said the dollar’s role  has actually increased in company and household savings and cash assets, partly because dollar interest rates have been higher than those offered for euros.

U.S. authorities have been able advance sanctions by targeting companies that use dollars, and the establishment of electronic payment systems not tied to the dollar or largely controlled by U.S. businesses is one way for the Kremlin to reduce the impact of the West’s serial punishment of Moscow. Washington and the European Union have imposed a wave of sanctions since 2014 to punish Russia for the 2014 annexation of Ukraine’s Crimean peninsula, alleged meddling in the 2016 U.S. elections, and the poisoning of a defected Russian spy in England.

Komlev told Reuters this year that “In the next three years we want MIR cards to be operational in countries where Russians are used to traveling.” He projected MIR cards would be operational at some banks in at least a dozen countries by the end of this year. Turkish banks started to conduct transactions this year with MIR, which means both “peace” and “world” in Russian.

MIR was launched initially as a national payment system, with the first cards issued in December 2015. Russia’s leading bank, state-owned Sberbank, started issuing them in October 2016, and by the end of last year more than 70 million MIR-based cards had been issued by 64 Russian banks. The Kremlin has mandated that state welfare and pension payments must be processed through the system by next year, along with salaries paid to civil servants.

The card has a long way to go before it rivals VISA our Mastercard internationally. It is not accepted by international shopping platforms or major online booking services for airlines and hotels, although APEXX Fintech, a British start-up global payment company, said Thursday it would now start working with the MIR system. Among smartphone applications only Samsung has concluded an agreement with the MIR system.

Meanwhile, de-dollarization has been moving quickly. Russia’s Central Bank has currency swap deals in place with Iran, China and Turkey, allowing direct trade to be conducted in local currencies instead of U.S. dollars. Russia reportedly lost $7.7 billion in its bid to reduce dollars held in its reserves. Some of the dollars were turned into gold, and since January the bank has purchased 96.4 metric tons of gold.

Alexei Zabotkin, head of the Russian Central Bank’s monetary policy department, has conceded that it would be impossible to completely empty the country’s foreign exchange reserves of dollars, as this would be  “fraught with excessive risks.” According to central bank data the  National Wealth Fund has $45.5 billion, 39.17 billion euros and 7.67 billion British pounds.

In August, the state-controlled Rosneft oil giant announced it would stop using the U.S. dollar for its export contracts.

Nonetheless, analysts say there are limits on how far Russia can de-dollarize — the ruble is highly volatile and remains unattractive for investors and de-dollarization brings additional and sometimes prohibitive trading costs.

European regulators will be watching the London project closely. EU officials have been sympathetic about Russia’s de-dollarization bid, suspecting that as a spinoff the euro will be boosted as an international currency. In June the European Commission concluded that “the euro clearly stands out as the only candidate that has all the necessary attributes of a global currency that market participants could use as an alternative to the U.S. dollar.”

 

China Summons US Ambassador to Protest Bill on Hong Kong Human Rights

China summoned the U.S. ambassador in Beijing Thursday to “strongly protest” President Donald Trump’s signing of bills on Hong Kong’s human rights.

Chinese Vice Foreign Minister Le Yucheng told Ambassador Terry Branstad the move constituted “serious interference in China’s internal affairs” and described the action as a “serious violation of international law,” a statement from the foreign ministry said.  He urged Washington to refrain from implementing the bills to “avoid further damage” to U.S.-China relations.

Trump Wednesday signed two separate bills backing pro-democracy demonstrators in Hong Kong, despite a trade deal in the balance and threats from Beijing.

The House and Senate passed both bills last week nearly unanimously.

One law requires the State Department to certify annually that China allows Hong Kong enough autonomy to guarantee its favorable trading status. It threatens sanctions on Chinese officials who do not.

The second bill bans the export of tear gas, pepper spray, rubber bullets and other non-lethal ammunition to Hong Kong police.

It was not immediately clear if Trump’s decision might disrupt negotiations at easing the bilateral trade dispute. China’s foreign ministry said it will take “firm countermeasures” if the United States keeps interfering in Chinese affairs.

Hong Kong’s government expressed “extreme regret,” saying the U.S. moves sends the “wrong message” to the protesters.

But Trump, appearing on the U.S. cable news network Fox News late Tuesday, called Chinese President Xi Jinping “a friend of mine. He’s an incredible guy.”

“I signed these bills out of respect for President Xi, China and the people of Hong Kong,” Trump said in a later statement. “They are being enacted in the hope that leaders and representatives of China and Hong Kong will be able to amicably settle their differences, leading to long-term peace and prosperity for all.”

Trump had twice called the large street protests in Hong Kong “riots” — a word the protesters say plays into the hands of Chinese authorities.

But Trump took credit for thwarting Beijing’s threat to send in 1 million soldiers to put down the marches by saying such a move would have a “tremendous negative impact” on trade talks.

Meanwhile, Hong Kong police entered Polytechnic University on Thursday after a two-week siege and said they were searching for evidence and dangerous items such as petrol bombs, according to the assistant commissioner of the police.

Police officials said they were not searching for any protesters that may be still holed up on campus.

Protests erupted in Hong Kong in June over the local government’s plans to allow some criminal suspects to be extradited to the Chinese mainland.

Hong Kong withdrew the bill in September, but the street protests have continued, with the demonstrators fearing Beijing is preparing to water down Hong Kong’s democracy and autonomy, nearly 30 years before the ex-British colony’s “special status” expires

Some of the protests have turned violent, with marchers throwing gasoline bombs at police, who have responded with live gunfire.

 

Iran Condemns Burning of Its Consulate by Iraqi Protesters

Iran on Thursday condemned the burning of its consulate in southern Iraq hours earlier, which came amid an escalation in Iraq’s anti-government protests that erupted nearly two months ago.
                   
Violence across southern Iraq had continued throughout the night, with security forces killing 16 protesters and wounded 90 since Wednesday. Protesters closed roads while a large number of police and military forces were deployed across key oil-rich provinces. Protesters had set fire to the Iranian consulate in the holy city of Najaf late Wednesday. The Iranian staff were not harmed, and escaped out the back door.
                   
Anti-government protests have gripped Iraq since Oct. 1, when thousands took to the streets in Baghdad and the predominantly Shiite south. The largely leaderless movement accuses the government of being hopelessly corrupt, and has also decried Iran’s growing influence in Iraqi state affairs.
                   
At least 350 people have been killed by security forces, which routinely used live ammunition and tear gas to disperse crowds, sometimes shooting protesters directly with gas canisters, causing several fatalities.
                   
Separately, the U.S. Embassy denounced a recent decision by Iraq’s media regulator to suspend nine television channels, calling for the Communications and Media Commission to reverse its decision. Thursday’s statement from the U.S. Embassy in Baghdad also condemned attacks and harassment against journalists.
                   
Local channel Dijla TV had its license suspended on Tuesday, and its office was closed and its equipment confiscated, according an official from one of the channels under threat. Other channels have been asked by the regulatory commission to sign a pledge “agreeing to adhere to its rules,” said the official, who requested anonymity out of fear of reprisal.
                   
The Islamic State group also claimed responsibility for Tuesday’s coordinated bombings in three Baghdad neighborhoods, which killed five people. That was the first apparent coordinated attack since anti-government protests began. The bombings took place far from Baghdad’s Tahrir Square, the epicenter of weeks of anti-government protests that have posed the biggest security challenge to Iraq since the defeat of IS.
                   
Tehran called for a “responsible, strong and effective” response leadership to the incident from Iraq’s government, said Abbas Mousavi, a foreign ministry spokesman, in statements to Iran’s official IRNA news agency.
                   
Iraq’s Ministry of Foreign Affairs condemned the torching of the consulate, saying it was perpetrated by “people outside of the genuine protesters,” in a statement, adding that the purpose had been to harm bilateral relations between the countries.
                   
One demonstrator was killed and 35 wounded when police fired live ammunition to prevent them from entering the Iranian consulate building. Once inside, the demonstrators removed the Iranian flag and replaced it with an Iraqi one, according to a police official who spoke on condition of anonymity, in line with regulations.
                   
A curfew was imposed in Najaf after the consulate was burned. Security forces were heavily deployed around main government buildings and religious institutions on Thursday morning. The province is the headquarters of the country’s Shiite religious authority.
                   
The consulate attack comes after days of sit-ins and road closures with protesters cutting access to main thoroughfares and bridges with burning tires. Protesters have also lately targeted the state’s economic interests in the south by blocking key ports and roads to oil fields.
                   
In the oil-rich province of Nassiriya, sixteen protesters were killed overnight and 90 wounded by security forces who fired live ammunition to disperse them from a key bridge, security and medical officials said Thursday. Demonstrators had been blocking Nasr Bridge leading to the city center for several days. Security forces moved in late Wednesday to open the main thoroughfare. The officials spoke on condition of anonymity in line with regulations.
                   
In Basra, security forces were deployed in the city’s main roads to prevent protesters from staging sit-ins, with instructions to arrest demonstrators if they tried to block roads.
                   
Basra’s streets were open as of Thursday morning, but roads leading to the two main Gulf commodities ports in Umm Qasr and Khor al-Zubair remained closed. Schools and official public institutions were also closed.
                   
Protesters had brought traffic in the oil-rich province to a halt for days by burning tires and barricading roads.

Про це стало відомо з трансляції тривалістю близько трьох хвилин, яку на початку обшуку вела сама Звіробій.

На відео чути голос чоловіка, який називає себе слідчим ДБР Ігорем Ковизою.

26 листопада Державне бюро розслідувань направило до Генеральної прокуратури України проєкт підозри народній депутатці від «Європейської солідарності» Софії Федині та волонтерці Марусі Звіробій.

На думку слідства, 26 жовтня Федина та Звіробій висловлювали погрози вбивством, адресовані Зеленському.

Тоді вони провели трансляцію у соцмережах, у якій розкритикували події, пов’язані з візитом президента Володимира Зеленського у Золоте. На цьому відео Звіробій, звертаючись до українського президента, заявила, що «там взагалі люди контужені на війні» і «вони тебе підірвуть, я тобі обіцяю», а Федина сказала, що «там ненароком може розірватися граната, а знаєш, там обстріли бувають абсолютно випадково».

У соцмережах спільноти «Останній блокпост. #Ні_Капітуляції» були оприлюднені відеозаписи спілкування Зеленського з людьми в камуфляжі, які назвалися добровольцями, в селищі Золоте-4 – частині міста Золотого на Луганщині, де через кілька днів відбулося розведення військ. Під час спілкування Зеленський, зокрема, вимагав від співрозмовників «прибрати зброю».

Запобіжний захід Садовому: мер Львова та прокуратура збираються оскаржити рішення суду

Мер Львова Андрій Садовий збирається оскаржити рішення Вищого антикорупційного суду, який напередодні обрав йому запобіжний захід у вигляді застави у розмірі 1 мільйона 56 тисяч 550 гривень.

«Ми очікували, що буде повністю відмовлено прокуратурі в будь-якому забезпеченні, тому я буду, звичайно, подавати апеляцію, буду вимагати, щоб не було ніякого забезпечення», – сказав Садовий.

Прокуратура просила для Садового 50 мільйонів гривень застави, і також оскаржуватиме запобіжний захід.

21 листопада Спеціалізована антикорупційна прокуратура оголосила підозру міському голові Львова Андрію Садовому в зловживанні владою та службовим становищем під час продажу земельної ділянки в Рясному-Руському «без аукціону за заниженою вартістю».

Львівський міський голова пояснював, що у 2015 році Львів на відкритому конкурсі залучив нідерландського інвестора CTP для будівництва індустріального парку. Компанія купила земельну ділянку за 54 мільйони гривень. Садовий заперечує звинувачення у зловживаннях.

US Teen’s TikTok Video on Xinjiang Goes Viral

A TikTok post by a young woman, pretending to give eyelash curling advice while actually condemning China’s crackdown on Muslims in Xinjiang, has gone viral on the Chinese-owned app that has been accused of censoring anti-Beijing content.

The clip by US teen Feroza Aziz, who describes herself as “17 Just a Muslim”, had millions of views across several social media platforms by Wednesday.

But Aziz said she has been blocked from posting on the hugely popular video platform TikTok for a month after uploading Sunday’s clip slamming China, a claim disputed by the app.

Human rights groups and outside experts say more than one million Uighurs and other mostly Muslim minorities have been rounded up in a network of internment camps across the fractious region of Xinjiang.

China, after initially denying the camps existed, describes them as vocational schools aimed at dampening the allure of Islamist extremism and violence through education and job training.

Aziz starts her video telling viewers: “The first thing you need to do is grab your lash curler.”

However, she soon changes the subject, saying: “Then you’re going to put it down and use the phone you’re using right now to search what’s happening in China, how they’re getting concentration camps, throwing innocent Muslims in there, separating families from each other, kidnapping them, murdering them, raping them, forcing them to eat pork, forcing them to drink, forcing them to convert.

“This is another Holocaust, yet no one is talking about it. Please be aware, please spread awareness in Xinjiang right now,” she adds, before returning to the eyelash curling tutorial.

A previous account owned by Aziz, reportedly from New Jersey, was blocked by TikTok over another alleged violation, but the app denied the current profile had been frozen.

“TikTok does not moderate content due to political sensitivities,” a spokesperson told AFP.

“In this case, the user’s previous account and associated device were banned after she posted a video of Osama Bin Laden, which is a violation of TikTok’s ban on content that includes imagery related to terrorist organizations. Her new account and its videos, including the video in question, were not affected.”

As of Wednesday morning, the post had more than 1.5 million views and 501,900 likes, and 600,000 comments.

Two follow-up videos in which Aziz again addressed the Xinjiang camps had both received more than 7,000 views.

The eyelash-curling clip had reached far more people on Twitter, where versions of the same video received more than 6.5 million views.

Aziz told Buzzfeed: “As a Muslim girl, I’ve always been oppressed and seen my people be oppressed, and always I’ve been into human rights.”

Chinese foreign ministry spokesman Geng Shuang decline to comment.

“How could I know what’s happening on the (social media) account of one individual?” Geng said at a regular press briefing, adding that Beijing has always urged Chinese companies to comply with international rules and local laws.

3 Injured in Texas Petrochemical Plant Blast

At least three workers were injured in an early morning explosion on Wednesday that sparked a blaze at a Texas petrochemical plant, the latest in a series of chemical plant accidents in the region.

An initial explosion at a TPC Group complex in Port Neches, Texas, was followed by secondary blasts, shattering windows, blowing locked doors off their hinges and prompting officials to evacuate homes within a half-mile radius of the facility, which about 90 miles east of Houston.

Toby Baker, head of the state’s pollution regulator, criticized the “unacceptable trend of significant incidents” in the region and pledged to review the state’s compliance efforts.

The fiery blast follows others at petrochemical producers and storage facilities in Texas. A March blaze at chemical storage complex outside Houston burned for days and was followed a month later by a fire at a KMCO LLC plant northeast of Houston that killed one worker and injured a second. A fire at an Exxon Mobil Corp chemical plant in Baytown, Texas, in July injured 37.

People more than 30 miles away from the complex, which supplies petrochemicals for synthetic rubber and resins and makes a gasoline additive, were shaken awake by the 1 a.m. CT (0700 GMT) explosion, sources familiar with the fire-fighting and rescue operations said.

Some homes close to the plant sustained heavy damage and local police were going door-to-door to check if residents were injured, said the Jefferson County Sheriff’s Office.

One of the three wounded workers was flown by helicopter to a Houston hospital’s burns unit, the sources said.

Peyton Keith, a TPC spokesman, said fire officials were determined to let the fire in a butadiene processing unit burn itself out, and were focused on keeping the flames from spreading. He could not say when the fire could be extinguished.

All three of the workers taken to hospital were treated and released.

There was no immediate information on possible emissions from the blaze, pollution regulator Texas Commission on Environmental Quality said. No impacts to water were reported.

The plant employs 175 people and routinely has 50 contract workers on site. The company said the explosion occurred in a processing unit.

“We cannot speak to the cause of the incident or the extent of damage,” the company said.

TPC processes petrochemicals for use in the manufacture of synthetic rubber, nylon, resins, plastics and MBTE, a gasoline additive. The company supplies more than a third of the feedstock butadiene in North America, according to its website.

“Right now, our focus is on protecting the safety of responders and the public, and minimizing any impact to the environment,” TPC Group added.

Стало відомо про «особливий статус», який Медведчук пропонує Донбасу

Народний депутат України Віктор Медведчук (фракція «Опозиційна платформа – За життя») подав на розгляд Верховної Ради зміни до чинного закону «Про особливий порядок місцевого самоврядування в окремих районах Донецької та Луганської областей». Як повідомляє сайт Верховної Ради, документ 27 листопада направлений на розгляд парламентського комітету з питань прав людини, деокупації та реінтеграції тимчасово окупованих територій, національних меншин і міжнаціональних відносин.

У доданій до законопроєкту порівняльній таблиці вказані відмінності від нині чинного закону. У преамбулі пропонованого Медведчуком документа прибрані положення про «тимчасовий порядок організації місцевого самоврядування… в окремих районах Донецької та Луганської областей». Медведчук пропонує затвердити положення, що «виключно згідно з цим Законом визначається особливий порядок місцевого самоврядування в окремих районах Донецької та Луганської областей».

Ще одне положення про тимчасовість («на період дії особливого порядку місцевого самоврядування») Медведчук пропонує прибрати зі статті 2 чинного закону.

 

У прикінцевих положеннях документа (стаття 10) Медведчук пропонує закріпити так звану «формулу Штайнмаєра».

Медведчук також пропонує виключити пункт 4 статті 10 закону, де містяться положення про «виведення усіх незаконних збройних формувань, їх військової техніки, а також бойовиків та найманців з території України» та «дотримання принципів політичного плюралізму і багатопартійності, рівності прав і можливостей участі у виборчому процесі».

Раніше в поданому 22 листопада документі йшлося лише про зміни до статті 1 закону України «Про особливий порядок місцевого самоврядування в окремих районах Донецької та Луганської областей», йдеться на сайті парламенту.

3 жовтня президент України Володимир Зеленський заявив, що буде розроблений новий закон про так званий «особливий статус Донбасу», і він буде написаний «разом з усім українським суспільством».

18 листопада міністр закордонних справ Вадим Пристайко заявив, що варто мати напрацювання щодо законопроєкту до зустрічі лідерів у «нормандського форматі». Того ж дня голова Верховної Ради Дмитро Разумков зазначив, що новий законопроєкт про «особливий статус Донбасу» буде розроблятися після зустрічі в «нормандського форматі».

Закон про особливий порядок самоврядування на Донбасі Верховна Рада ухвалила у вересні 2014 року терміном на три роки. Ним передбачено, що особливий порядок на окремих територіях буде введений «після виконання всіх умов, викладених у статті 10 закону, зокрема в частині, що стосується виведення всіх незаконних збройних формувань, їхньої військової техніки, а також бойовиків і найманців з території України».

У жовтні 2017 року парламент продовжив дію закону на рік, а у жовтні 2018-го – ще на рік – до 31 грудня 2019 року включно.

Справа ексдепутата Криму Ганиша: суд у понеділок оголосить рішення щодо апеляції

Київський апеляційний суд у понеділок, 2 грудня, повинен оголосити рішення у справі ексдепутата Верховної Ради АРК Василя Ганиша, раніше засудженого до 12 років позбавлення волі за держзраду. Про це проєкту Радіо Свобода Крим.Реалії повідомив адвокат Ганиша Андрій Руденко.

«У нас уже в понеділок останнє слово і оприлюднення судового рішення. Яким воно буде – ми не знаємо. Але, хотіли б, щоб було багато журналістів, оскільки справа не проста. Аналогічні підозрювані вже в Криму і з умовним терміном. Ми бачимо в цьому «зраду», – сказав Руденко.

За словами адвоката, сторона захисту наполягає на повному виправданні Ганиша.

14 лютого 2019 року Київський апеляційний суд почав розглядати 3 скарги адвокатів Ганиша. У них захисники просять повністю виправдати ексдепутата.

19 листопада 2018 року Дніпровський районний суд Києва визнав ексдепутата Верховної Ради Криму Василя Ганиша винним у державній зраді і засудив його до 12 років позбавлення волі без конфіскації майна. Засуджений також зобов’язаний виплатити 5389 гривень судових витрат. До набуття законної сили рішення суду Ганиш має перебувати під домашнім арештом. Такий запобіжний захід діяти, поки апеляційний суд не винесе рішення.

Суд вважає, що ексдепутат 11 квітня 2014 року брав участь у голосуванні за російську «конституцію Криму» і висувався на виборах до міськради Феодосії, які проводилися 14 вересня 2014 року за російським законодавством. Суддівська колегія вирішила, що таким чином Ганиш сприяв підривній діяльності Росії в Криму і вчинив державну зраду. Точно так само дії Ганиша оцінювала прокуратура.

Сам ексдепутат називає себе єдиним депутатом, який проголосував проти проведення «референдуму про приєднання Криму до Росії». Він каже, що не голосував за російську «конституцію Криму», і в день її ухвалення прийшов до парламента для особистої зустрічі з міністром соціальної політики. Ганиш підтверджує, що балотувався на російських виборах до міськради. Але каже, що робив це на прохання місцевого меджлісу, щоб «відтягнути» голоси у кандидата від Компартії.

Anti-Semitism Complaint Spurs University of North Carolina to Update Policies

The University of North Carolina at Chapel Hill has agreed to expand its anti-bias training and expressly forbid anti-Semitism in campus policies as part of an agreement with the U.S. Education Department following complaints about a March conference featuring a rapper accused of anti-Jewish bias.

The university announced the changes Monday after reaching a resolution with the department’s Office for Civil Rights. The deal puts an end to the inquiry without any admission of wrongdoing on the school’s part, and without any official finding from the department on the allegation of illegal discrimination.

Interim Chancellor Kevin Guskiewicz reiterated that the university will not tolerate any form of harassment, and he encouraged students and faculty to report any problems.

“I reaffirm the university’s commitment to creating a place where every member of our community feels safe and respected and can thrive in an environment free from anti-Semitism and all forms of discrimination and harassment,” Guskiewicz wrote in a letter that was sent across campus Monday.

Under the agreement, the university must add a statement to its policies saying that anti-Semitic harassment is prohibited and may violate federal law. The school’s current rules prohibit discrimination based on religion or ethnic ancestry but do not specifically address anti-Semitism.

The school is also required to add a new section on anti-Semitism to existing training programs for students, faculty and staff. And for each of the next two academic years, the university must hold at least one campus meeting to discuss any concerns about anti-Semitism or other forms of harassment.

A Nov. 6 letter from the Education Department says the provisions detailed in the agreement will “fully resolve the issues giving rise to the complaint.”

‘Heartbroken and deeply offended’

The agency opened a civil rights investigation after receiving a complaint about a March academic conference titled “Conflict Over Gaza: People, Politics and Possibilities.” The event included a Palestinian rapper who performed a song that some critics called anti-Semitic. The university’s chancellor said the performance left him “heartbroken and deeply offended.”

Two weeks after the conference, anti-Semitic flyers were found on campus warning of an “evil Jewish plot to enslave and kill,” according to the Education Department. The complaint argued that the school’s support of the conference amounted to discrimination against students of Jewish descent. It said the flyers were further evidence of a “hostile environment” created by the event.

On April 15, U.S. Rep. George Holding, a North Carolina Republican, wrote a letter to Education Secretary Betsy DeVos raising concerns that the conference was supported with federal grant funding. He described the rap performance as “brazenly anti-Semitic.”

In response, DeVos ordered a separate investigation examining the organization behind the conference, the Duke-UNC Consortium for Middle East Studies, which is housed at UNC and jointly operated with Duke University.

Grant money

That inquiry, which is still ongoing, aims to determine whether the consortium is properly using a federal grant that’s awarded to dozens of universities to support foreign language instruction. The Duke-UNC consortium received $235,000 from the grant last year.

An Aug. 29 letter from the department threatened to cut the program’s grant funding, saying the consortium offered too many classes on art, film and culture and not enough on Middle Eastern languages. It also said the program promoted “positive aspects” of Islam but not other religions.

Officials at UNC rebuffed the claims, saying the program has hosted events including a visit to a Jewish center to explore Jewish traditions, and presentations on Christianity in Lebanon. The school also said it ranks among the top in the nation in enrollment of students studying the Arabic, Turkish and Urdu languages.

Still, the school agreed to review the program’s activities and document how its expenses relate to the goals of the federal grant.

In October, the department agreed to release grant money to the program for next year, but a department spokeswoman on Tuesday said future funding beyond that could be in question.

The inquiry has provoked a wide outcry from academic groups and free speech advocates who call it a threat to academic freedom. Two Democrats in Congress have asked DeVos to provide information on the inquiry, saying it’s dangerous to tie federal funding to specific curriculum demands.

The Middle East Studies Association recently called the investigation “an unprecedented and counterproductive intervention into academic curricula.” But in a response to the group, Robert King, the assistant secretary for postsecondary education, said the department has a duty to make sure grants are being used for their intended purpose.

“Federal grants are not blank checks from public coffers,” he said, “and the department intends to ensure that taxpayer funds are spent in alignment with Congressional directives.”

На сайті РНБО йдеться, що посол Франції в Україні «підтвердив рішучість французького керівництва отримати позитивний результат саміту у «нормандському форматі».

25 листопада президент України Володимир Зеленський мав телефонну розмову з президентом Росії Володимиром Путіним. За його словами, тем планованої «нормандської зустрічі» вони не обговорювали.

Зустріч у «нормандському форматі» має відбутися 9 грудня у Парижі. У ній візьмуть участь лідери України, Німеччини, Франції та Росії. Востаннє такі переговори відбувалися в жовтні 2016 року.

«Залишається багато викликів» – держсекретар США про політику щодо України

Державний секретар США Майк Помпео 26 листопада на пресконференції у Вашингтоні охарактеризував політику США щодо України як успішну, але вказав на те, що ще залишається «багато викликів».

«Залишається багато викликів: росіяни все ще залишаються на Донбасі, президент України все ще працює над проблемами із корупцією, які ця країна має багато років. Держдепартамент працює над цим більш ніж півтора року і ми продовжимо працювати», – заявив Помпео.

Держсекретаря також запитали, чи слід проводити розслідування про місце України у виборчому процесі в США 2016 року.

«Щоразу, коли з’являється інформація, яка вказує на те, що якась країна замішана у виборах в США, у нас є не тільки право, а й обов’язок стежити за цим», – сказав він.

Щодо своєї ймовірності дати свідчення у Конгресі в ході розслідування стосовно імпічменту Помпео сказав: «Коли прийде час, все добре станеться».

Незадовго до брифінгу президент США Дональд Трамп згадав про держсекретаря на своїй сторінці Twitter, написавши, що «залюбки хотів би побачити свідчення Помпео, Ріка Перрі, Міка Малвені та багатьох інших стосовно надуманого шахрайського імпічменту».

Нині у США триває розслідування про можливість імпічменту Трампа через його ймовірний тиск на президента України Володимира Зеленського з метою завдати шкоди своєму політичному опонентові Джо Байдену. Демократи в Конгресі розцінюють це як зловживання повноваженнями.Трамп називає розслідування «полюванням на відьом». 

 

UN: Greenhouse Gasses Reach Record High

Atmospheric levels of climate-changing greenhouse gases hit a record high in 2018, “with no sign of a slowdown, let alone a decline,” the World Meteorological Organization said.

In a report released Monday, the WMO said despite international pledges made under the Paris Agreement, the levels of carbon monoxide, methane and nitrous oxide all surged by higher amounts in 2018 than average for the past decade.

The global average of carbon dioxide concentration reached 407.8 parts per million in 2018, up from 405.5 parts per million in 2017, the U.N. agency said. The concentration of methane was the highest recorded since 1998 while the levels of nitrous oxide, which is responsible for eroding the ozone layer was the highest ever recorded.

“This continuing long-term trend means that future generations will be confronted with increasingly severe impacts of climate change, including rising temperatures, more extreme weather, water stress, sea level rise and disruption to marine and land ecosystems,” according to a summary of the report.

The report was released ahead of next month’s global climate summit in Madrid.

“It is worth recalling that the last time the Earth experienced a comparable concentration of carbon dioxide was 3-5 million years ago,”  WMO Secretary-General Petteri Taalas said.

At the time, the Earth’s temperature was as much as 5 degrees warmer and sea levels were as much as 65 feet higher than they are now, he said.

Israeli Attorney General: Netanyahu Can Stay on as PM

Israel’s attorney general Avichai Mandelblit says Prime Minister Benjamin Netanyahu can stay on as head of government even after he was indicted last week for alleged corruption.

Although Cabinet ministers are required to step down after an indictment, the laws about a prime minister are not explicit.

Mandelblit says Netanyahu can stay in office unless he is convicted and all his appeals are exhausted.

Netanyahu is facing pressure from the opposition to resign after Mandelblit announced his indictment last week.

Netanyahu is charged with allegedly taking hundreds of thousands of dollars in cash, cigars, champagne, and jewelry from billionaire friends in exchange for personal favors, including helping one wealthy friend get favorable newspaper coverage.

He also is accused of doing favors for a newspaper editor so the prime minister himself would receive positive stories.

Netanyahu has vowed not to resign, calling the indictment a “coup” bent on toppling a right-wing government.

Mandelblit, who was appointed by Netanyahu, denied any political motivation, saying he acted strictly according to the law.

Netanyahu’s legal woes comes as Israeli voters face the possibility of a third general election this year.

Neither Netanyahu or his centrist political rival Benny Gantz have been able to form a government after two previous inconclusive votes.

Gantz has ruled out a power-sharing government with Netanyahu.

His Blue and White party issued a statement saying “A prime minister up to his neck in corruption allegations has no public or moral mandate to make fateful decisions for the state of Israel.”

A majority of the Israeli parliament has until December 11 to throw its support behind Netanyahu, Gantz, or anyone else to form a government.

If not, another general election will be held.
